On February 25, U.S. District Judge Loren AliKhan extended an order blocking President Donald Trump's administration from implementing a freeze on trillions of dollars in federal funding, which aimed to pause grants, loans, and other financial support. Despite the Office of Management and Budget withdrawing the initial memo that directed the funding freeze, the judge agreed with nonprofit and small business groups that a preliminary injunction was necessary to prevent potential future funding disruptions. After the judge granted the National Council of Nonprofits (NCN) a preliminary injunction on February 25, NCN filed a motion on March 4 to clarify the scope of the federal funding freeze block to define "open grants".
